nVidia 430.64 is available for Windows 7 x64 and above and desktop Kepler based cards and above. And mobile Maxwell and above. This driver supports Windows 10 version 1903.

The 3D driver has been removed from 430.39 as nVidia indicated earlier that it was deprecated. There are a few games with intrinsic 3D support and these are not affected.
The driver download page does not show the GT 1030, GTX 1050 or GTX 1050 Ti. The driver does support these cards, it seems somebody at nVidia failed to complete the supported cards list properly.
