For some reason Microsoft has been holding back Windows 10 version 1903 for the Lenovo X230 machine. This machine is Ivy Bridge based which is not all that old and Lenovo originally shipped Windows 8 with it.
The machine has a 480GB SSD and it has been upgraded to 8GB of memory. The i5-3320M is the most popular model for the X230 platform. Its possible to upgrade the machine to 16GB but the cost is relatively high.

There was a recent Lenovo update for the machine but this was for the Lenovo System that they uses on all of their machines. It then discovered a new BIOS which was installed and it then also updated the Intel management engine as well.
It may be that reports of issues have caused Redmond to hold back while the get around to fixing the problems. It is known that machines with Qualcomm Wi-Fi hardware have driver problems. The X230 has an Intel 6205 Wi-Fi adapter. There is some Realtek media hardware that may be of concern.
