Why Crysis needs to do that is unclear. In C++ the std::system call can run any component needed such as a run time library etc.
On the AppData/Local/Temp is a lot of files as this is used for temporary components. Looking at the folder the executable is not present. CmdLineExtInstallerExe.exe is part of SecuROM protection which should have been removed when the game was sold on Steam.
Windows started deprecating physical media about 4 years ago early in the Windows 10 cycle and also this was done for Windows 7 and Windows 8 at the same time.
EA as publisher needs to take responsibility to package products properly. Crytek, the developer, has also done nothing to fix the problem.
Evidently EA has used this DRM approach with several other games from the same period. Look for files named drm_dialogs.dll etc.

Ubisoft also uses SECUROM which caused problems with Far Cry 2 as far back as October 28, 2008.
