It appears obvious that RTX Ampere cards are going to continue to be in short supply probaby into the 2Q21. The upcoming Chinese New Year holiday tends to slow down the manufacturing for the month as people visit their families. Once that holiday is concluded the situation will recover fairly quickly.

There are very few RTX 3080 cards and a few overpriced RTX 3090 cards for sale in Canada. The same applies for RDNA 2 cards from AMD.

More likely the budget-oriented cards such as the RTX 3070 and 3060 Ti will start to appear in vendors inventory before more RTX 3080 and RTX 3090 cards become available. NVIDIA also said the RTX 3060 will be launched in late February.

Stocks should be better by May or June when manufacturing can get caught up on the backorder from retailers. Evidently RTX Ampere will be available for a longer than typical period of time.
