Somebody was not paying attention at the factory that cranks out video cards. When a person noticed teir graphics card was overheating dramatically they opened the card to discover the thermal pads were missing.

The user applied new pads and reported the card was fuctional at max 80°C on VRAM.
Any card that is running hot enough to thermal throttle should be disassembled and have new thermal pads installed. EVGA will send owners new pads to repair their cards if they are overheating at no cost as that repair does not invalidate the warranty.
